Netgear GS608v3 not opening control panel
I have tried routerlogin.com and .net, 192.168.0.1, 192.168.1.1, and performed an ipconfig and tried my defalut gateway ip. NOTHING opens the control panel so I can open a port.
I should get a pop up asking for password and user name, but I just get "Site can't be reached, ip address refused to connect".
About to pull out my hair and bash router with hammer. No place to insert a paper clip and reset to factory settings either.

A GS608v3 is an unmanaged switch. It has no "control panel".
Visit http://netgear.com/support , put in your model number, and look
for Documentation. Get what you can find. Read.

You'll need to find a "router" first; a GS608v3 is not a router.

Unmanaged switch. Not a router. No "factory settings".

"tried" how? Some web browser or other? On some computer/device or
other? Connected how to what? What, exactly, was your "my defalut
gateway ip"? What, exactly, happened when you "tried" each of these
things?
Do you _have_ a router, or only the GS608v3? What, exactly, is
connected to what, exactly? What, exactly, are you trying to do?
As usual, showing actual actions with their actual results (error
messages, LED indicators, ...) can be more helpful than vague
descriptions or interpretations.

I have tried logging in with Chrome and IE to router login.com and .net as well as the ip's mentioned.
Each attempt was met with address refused connection.
I am trying to open port 2593 to incoming traffic.

Not a very detailed description of anything. What is this "a cable
modem"? Is it a simple modem or a modem+router? (A maker and model
number would normally reveal all. "a cable modem" reveals almost
nothing.)
If your "a cable modem" is only a modem, then connecting multiple
devices to it (through a switch) it is probably a poor idea. If it's a
modem+router, then you could have a chance.

What's the IP address of your (unspecified) computer/device? For a
DOCSIS cable modem(+router), you might also try "192.168.100.1".

Why? "incoming" to what? Assuming that that makes sense, that would
be a router function, and we still haven't located your router (if you
have one).
