Only LAN # 2 working on CG3000Dv2

Comcast pushed the firmware 3.01.17 on my CG30000Dv2 N450 Wireless Cable Modem and 1,3, and 4 LAN ports quit working. Netgear shows the latest firmware for Comcast as 3.01.16 not 3.01.17. I have factory reset several times with no difference. The login page that comes up to change password and security questions is missing words and looks corrupt. Can I get the 3.0.1.16 firmware to reflash the modem or is the Netgear policy of only allowing the ISP to push firmware just planned obsolescence?
