Password Reset

I reset the router/modem using the reset hole. I reset the admin password and set the recovery questions(three times now). But when I log in it does not accept the password. When I do password recovery, I can answer the security questions, get the current password, and still it does not recognize the user (admin) or the password. Is my router toast? I do get internet and networking, just can't login to the router.
