Verizon CM1200 gig plan not getting gig speeds / how to unlock channels?

I recently set up and activated my CM1200 with my gig speed. The comcast support on the phone said I was getting those speeds pushed through on his end, but I'm only getting about 220-250mbps hard lined directly into the modem. Those speeds also only occur when connected through the night hawk wireless router as well. Everything has been power cycled multiple times, cables checked and what not. I called netgear and they said to call comcast and have them unlock some channels. It currently has 31 of 32 locked channels, and the lady on the netgear said they only need 23-26 channels locked, so she told me to call comcast to unlock them. They told me they will not unlock 3rd party modems.
Has anyone else run into this and how do you unlock channels in your modem if the ISP refuses to do it?

Not sure why you have verizon in your title but comcast in the post.
1. Can you post a screen snip of your connections page? Make sure to get everything including upload/download and ofdm channels.
2. What device are you testing with? Some computers can't hit gigabit even with a gigabit connection
3. What site are you testing with? try speedtest.xfinity.com site I've had some of the standard speedtest sites not saturate gigabit.
4. Another thing you can try is to have comcast repartition the modem. I've had a rep partition my modem with the wrong configuration file before.
5. Are you using any splitters, amplifiers, extended coax runs, or 90 degree elbows? if so, remove them. Place your modem right where tthe coax enters the house. Use that placement for your screen snips of your connections page. Or take a screen snip of its current placement and then when you move it.
I'm not sure why they're telliing you to have them "unlock channels". You're setup of 31 locked of 32 is correct. the 32'd one shouldn't be locked if your ofdm is locked. Also not sure why the comcast rep would tell you he's getting gig speeds on his end. I've never had them able to test my speeds from their end.
Basically I'm saying I don't think you talked to the best of reps potentially for both netgear and comcast.
