Very Slow Speeds / Dropping 50% of Packets on Pings to Google

Hi All,

I have a Netgear C3700 that has worked great for the year I have had it but 2 days ago it began giving very slow speeds on what should be a 20Mbps cable internet connection.  Pings to the rtr IP 192.168.0.1 are fine both wired and wireless with no packet loss but pings to 8.8.8.8 -n 20 are consistently 50% of packets. The ISP has installed a new drop because the old one had been spliced many times and signal levels on this new drop are in proper range. The ISP temporarily hooked one of their modems to the line and speeds were good with 0 packet loss. Hooked the negear back up and reactivated on their end but still the same.

So has my modem/router gone bad (its about a year old) or is more likely an issue with the way my ISP is iterfacing with this rtr? ex maybe they need to push a firmware update or just issues on their WAN?  I would think if the netgear were defective it would be dropping packets on LAN pings as well but I maybe I am wrong.

I have of  power cyced the netgeard rtr, reseated the cabling, and hard reset  it as well.

Any help would be greatly appreciated!

My ISP is Time Warner and the current Firmware Version my modem is running V2.02.06. Also this problem began just 3 days ago after having service with Time Warner for a year.
