Forgotten how to configure a PowerLINE WiFi 1000
I must be getting stupid because I managed to install my PowerLine adapters two years ago. But now, after I changed my computer and DSL configuration, I'm trying to reset/configure my PowerLINE and I...
1) Yes, I reset the factory settings. Perhaps that was a mistake.
2) You're right, it is a PLW1000.
3) I have the installation guide (really barely a pamphlet) that came with the device. I just looked at the manual, and I didn't see anything additional there for me.
4) The TV is powered by wifi. I'm not sure it even has an ethernet connector. The AppleTV is wifi. The AppleTV shows a very strong signal from the adapter. (But because the pick-a-plug is red, I'm worried that not much is getting through. We just switched from Comcast to Windstream, so I was at first tempted to blame Windstream. But that wouldn't explain why streaming a movie from another device on my network would be affected.)
5) MLB Network is just an internet channel - the Major League Baseball Network.
I'm no expert on Apple stuff. (I can't afford it.) So I don't follow all the original message.
I would try to eliminate the plugs from the picture. If you have other wifi stuff around, a phone or a tablet, try setting up the plugs in the same room and seeing if the other wifi clients will play ball. Get that sorted out and you can turn your attention to the Apple kit.

Look on the back. My experience is that LAN is more common that wifi on smart TVs. And if it can do LAN, Powerline can be a better way of connecting than wifi. LAN is easier to set up, and once configured is less flaky.
