First, I would first plug the Powerline adapters into the same or adjacent outlets to measure the maximum throughput.
Then read this older SmallNetBuilder article for some tips for improving performance. In a nutshell, it says to unplug devices that can disrupt the Powerline signal (the author mentioned that a plasma TV and cellphone charger were culprits in his house). Also, certain AFCI circuit breakers are really bad for Powerline.
Other than that, there may not be much else you can do other than move the Powerline adapters closer together. Experiment with different outlets, some may be electrically cleaner than others.
