I think you've mis-understood the transfer rates of these adapters. The 14MBps you achieved with the adapters is fairly typical of these units, whilst I agree the 9MBps is a little low.
The best I have achieved with my units is around 17-18MBps
The 'theoretical' transfer rates are very misleading and often a lot higher than actual transfer rates

According to this SmallNetBuilder review, it should be able to hit up to 212 Mbps. Maybe the OP can test with the units in the same or adjacent wall outlets on the same circuit to confirm.
Performance, however, will degrade with distance and noise. The path from downstairs to upstairs could be circuitous and/or involve a lot of connection joints that cause signal reflections.
