New device not connecting as described in install manual
Have new device Powerline 1200. Have ATT INTERNET ROUTER. Plug both devices in, power led light green, Ethernet led light green. Once the second unit is plugged in the green pick a plug light comes on...

Powerline plugs do not "boost the signal". They are effectively bits of wire between one plug (connected to the router) and another plug.
A good test of your plugs is to set them up near to each other in the same room. The plug something into the "remote" plug, the one not plugged into the router. If that works OK, then all is well and you can move the second plug to its intended home.
The state of the pick-a-plug lights is iffy at the best of times. The colour doesn't seem to mean a lot.
Remember the LAN LED on the remote plug will not come on until you connect something to the LAN port.
