Hello. I just tried plugging in the Ethernet cable that I had plugged into my desktop, into my laptop and I ran into the same issue. I also swapped the ports on the modem to make sure it wasn't a broken port, and everything is fine. The issue doesn't seem to be windows, it seems to be the Netgear Powerline.

I don't see how you can reach that conclusion.
You disconnect one Windows PC from the network and replace it with another one and you see the same message.
It might help if you said what else is on the network, the modem for example.
