Powerline 1200 - cannot connect to router

I've spent about 6 hours trying to get the PL1200 to work.  You guys are my last hope.  I followed Quick Start.

When I troubleshoot network, it says "Ethernet doesn't have a valid IP configuration", when I click details, it says "Investigate router or broadband modem issues".  I've restarted both the modem and the PL1200 units and reset each to factory settings.  Nothing.  I've followed online instructions at the command prompt admin to do "ipconfig /all".  Then it shows an IP address starting with 169, which one thing online said it is not communicating.  So I did "ipconfig /release" and "ipconfig /reset", but that did nothing.  My router is working fine, all the other LAN and wireless connections are great.  All three green lights are strong and steady on both units.  I've even changed outlets a few times.

On the Ethernet Status box, it says:

IPv4 Connectivity:  No network access

IPv6 Connectivity: No network access

Media State: Enabled

Duration:  14:34

Speed:  1.0 Gps (I have Google Fiber 1000 mbs)

Activity - Under sent, it says 240 and under received it says 0.

Any ideas or directions would be appreciated.  If not, I'll return this today.

Can you describe the layout of the network? Is there a modem in there somewhere?

You have one PL1200 (the host plug) plugged into the router?

What is plugged into the second PL1200 (the guest plug)?

Does the LAN connection work without using the Powerline network?

In other words, can whatever you are plugging into the "guest" plug access the network when it is plugged into the router?

Where do you see that message? On a Windows PC? Something else?
