Use of Powerline-based wifi range extender PLW1010 in Brazil - any concerns?

My mother in law lives in Brazil and has a ZTE ZXHN H108N router (DSL). I'm not there and she's not too computer savvy, so I've been asked to recommend a strategy to extend its wifi signal, which is having trouble with the thick walls of the house. I use the Powerline units at home and love them, so I have been thinking of a solution that takes an Ethernet out of the router, transmits it to the other end of the house, and links up with a PLW1010 unit to extend the wifi.

My questions are:

1. Is there any concern with using these units over a Brazilian power line?

2. Is there an option that supports the Brazilian plug format? If not, are there performance risks if one uses a plug adapter, which we commonly do for American gizmos?

3. Are there any special considerations with the ZTE DSL router, which I'm completely unfamiliar with?

    As long as it is a passive adapter – not one of those surge suppressors that tries to protect kit from lightning strikes – you should be fine. Netgear advises against extension blocks and the like, but I use them all the time with Powerline Ethernet.
