I changed the devices, there were two DELL Desktops connected, now just a Dell Laptop.
Yes, it does get an IPADdress;

Hi BAnslow,
Since you are using a laptop and the IP on ethernet is not valid, please try to disable the wireless LAN of your laptop as it will only detect one connection at a time.

Hi BAnslow,
Move the 2nd powerline closer or in same room with the 1st powerline and check if you can get an IP. If not, reset both the powerline adapter.

Hi James,
sorry for the delay, I was away for a couple of days.
OK, I plugged the Netgear into an outlet in the next room to where the current one is.
I got nothing, in fact, less than nothing. The PC windows login screen stopped saying that there was no network and asking me to login with the last password I had, after the 6th time of doing that, I gave up.. This obviously didn;t work too well.
So, I moved the Netgear into another room, and got the same output from an IPCONFIG as when I first tried it
I might have guessed the net bit, this is where I came in, the resets apparently did not do anything..
