WNCE3001 keeps connecting for a second then becomes limited.

I followed the instructions, I got to the setup page, entered everthing, and in the last review step, it just says that the page is unavailable on chrome. The light is solid green. which I guess means it should be working. However, the ethernet connection says "Limited" and every 5 seconds it would connect for a split second then goes back to "Limited" as if it keeps disconnecting every 5 seconds. I reset it a few times and set it up by using different Wi-Fi connections and still the same result.
