I have setup my extender to reflect the wifi, but I cannot connect the wireless band. It indicates No internet connections is reflected on the extended wi-fi.

Did you set it up via wps or via the installation wizard?
I'd try re-running setup via the wizard.
What router are you connecting to?
Firmware on the extender?Connecting to a Charter communication router. Please see attach document. Wifi connector is up and running, but with no internet connection

which router? not all isp supplied device play nice or have specific setting they need.
I used the installation wizard
I have setup my extender wifi using the “EXT” as the identifier. For some reason, the internet comes as goes on my main wifi and the extender. In most cases I cannot connect to the extender on my mobile wifi device or it indicates a wifi is setup but not connected. I have reset the extender router two times, but still has the same issue. Any thoughts on the issue. Please see attach screen shot.
The Spectrum E31U2V1 isn't a router. Its a modem only device.
You need to go modem----->router----->extender
The EX7000 doesn't have a dhcp server built in because its not a router. You need to connect a router to the modem and then you can attach the wireless extender to that.
