Access or reboot an extender outside home network

Generally, is there a way I can access my extenders or reboot my extenders from outside my home network? I know I can access my router from outside the home network. However, I am currently not home and one of my extenders has issuse with my Arlo base station. I want to reboot the extender to make it reconnect again or if there is a way to reboot the Arlo base station from outside the home network? Thanks
