A static IP will often help with connection issues, or at least reduce the symptoms to something easier to understand. So it seems that your phone is now associating with the network. The lack of Internet access could be for a number of reasons;
• The modem has no Internet connection
• The router is not communicating with the modem
• The extender is not communicating with the router
• The DNS server(s) are down / not communicating
Did you set the DNS addresses when you set the static IP?
Can you log into the extender and look at its status to check if it’s communicating with the router, and if so log into the router to see if it has an Internet connection?
