How can I get this WNHDE111 to work?

I have a device called WNHDE111 it says it can be a bridge or AP, but I can't get it to do anything. The only way I can even access its settings page is by plugging in my PC on 1 of its 2 ports, and the main cable mode/router of my house into the 2nd port. Strangely I cannot even go to its home page of 192.168.1.152 if it is not plugged into the router.

I just want to use it to give a non-wireless "smart" TV ethernet access to my network for streaming. I cannot even get it to join my wireless network after disabling security and turning on 5g.
