I bought this model yesterday, and had the same experience as cmcpress.
However, on accessing mywifiext.net and starting the setup, I found that it now gives the option of changing the mode through the GUI, rather than using the buttons on the product. This is quite different from what the the manual says, and the setup completed without any further problem.
Hopefully others facing the same problem with find this thread and not struggle needlessly. And hopefully Netgear will change the manual and/or the product so that they are consistent with each other.

I have just bought an EX6000. I have the same problem, but it won't switch to extender mode via the pc either. Is there something else to try?

After a factory reset holding the reset button for 10+ seconds the unit does not come out of AP mode?

Yes, that is exactly what appeared to be happening. I could not get the WSP light to come on. However fortunately someone from Netgear Support was able to guide me through a browser based setup along slightly different lines to those outlined in the QuickStart Guide. I never did get the WSP alight to come on until the end of the process! But it's working fine now!
