Do a factory reset and then do a minimal config. If speeds don't recover, consider a downgrade to the prior firmware with another factory reset and re-check speeds.

That did the trick. Tried factory reset, no luck, did the downgrade with another reset, got better, went back and upgraded to the current firmware and it improved again to where it's acceptable. It's still slower than coming directly out of the modem (by 100 MBps). Not sure why it does that.
