Can't get to router admin page after reset

What searay is suggesting is a factory reset of the R7000, which will allow access to the R7000 admin pages, but will then also require you to set up the router again. If the R7000 is currently set up as an AP and is obtaining its IP address from the modem then it’s quite understandable that the R7000 is repeatedly allocated the same IP address, but the fact that it’s the same is not the issue. You should, even by just power cycling the R7000, be able to access the admin pages at its base IP address i.e. http://192.169.1.76 If however the R7000 is not currently configured as an AP then you may well be running with two routers in series, segmenting your network with some devices unable to see others, and the IP address you see allocated to the R7000 is being treated as a WAN IP address and maybe even causing the router to change its LAN subnet to 10.0.0.x. In that case the advice given by searay is perfectly correct, disconnect the R7000 from your network, factory reset it back to defaults, connect to it from a computer using Ethernet cable, and reconfigure it as required including the AP option.
