Device limit issue

I purchased this router in January.  Worked great until I got more than 15 devices connected.  Once I  started to get more than this, devices would show they were connected to the router but without internet.  If I disconnected (Turned off and on) the device, it instantly had internet again.  Netgear hasn't given me a solution that works yet (change DNS, update firmware, Factory reset, Change channels) so I'm rather frustrated.  These are the only routers I've used the last 15+ years, so I can hardly believe this has been going on for 2 full months.  Any ideas?

What firmware version are you currently on?

What modem is it connected to?

Currently,  1.3.2.124, but I've also used the latest and 2 Versions before.  The modem is a Motorola.  It is fine because I used the old modem today and worked fine.

That is a brand, not a model. Motorola has made many modems over the years.
