Moved, nighthawk r7000 still giving old speeds from previous address

At my old address I had Optimum getting 200Mbps down/35 up. My new address I have FiOS and I pay for 300/300. I use the same router, and there is no modem now (I assume it's built into the wall? Never had fiber, not sure if that's the difference?) When plugged directly from the wall into any pc, I get over 300/300. When the wall is plugged into the router, and then wired to the same PC, I get 200/35.
I've tried factory resetting multiple times, and it never lets me finish the auto- set up. I end up having to restore my previous settings which I think may be where the problem is? I've looked through pretty much every setting and they're all set to the max and this router is definitely capable of over 1Gbps. I'm using Windows 10. I've had the router for ~4.5 years, just not sure where to go from here. Would like to avoid buying a new router if possible.

What Firmware version is currently loaded?
What is the Mfr and model# of the Internet Service Providers modem/ONT the NG router is connected too?
Be sure your using a good quality LAN cable between the modem and router. CAT6 is recommended.Has a factory reset and setup from scratch been performed since last FW update? Press the back reset button for 15 seconds then release. A complete pull of the power adapters for a period of time after the factory reset then walk thru the setup wizard and setup from scratch. I would power OFF the ISP modem for 1 minute. Factory reset the router and power it off. Power ON the ISP modem and let it sync. Then power ON the router and walk thru the setup wizard again using a wired PC and a web browser.

There is no modem, it's literally wall -> router -> pc. Firmware is in OP. Tried several factory resets along with power cycles, the setup wizard never gets to finish running for some reason.

Try a factory reset and setup from scratch with out the router being connected to the wall out let.
If the router worked at or last place and doesn't at this new place, possible issue between the router and the wall outlet and it's service line.
Please give feedback to the other questions presented.

There has to be at least one and maybe more devices between the Ethernet plug in the wall and the Fios fiber optic cable.
Do you live in an apartment/condo/single family home?
