apologies for perhaps stating the obvious, but it might be that your issue is because of the macos Gatekeeper (see: https://support.apple.com/en-us/HT202491).
=> Did you try to Control-Click the app, and then selecting "Open" from the pop-up menu?
(The short of it: To protect you from executing downloaded content by accident, macos requires to explicitly acknowledge it the first time you open it. This is done by:- In Finder, Control-click or right click the icon of the app.
- Select Open from the top of contextual menu that appears.
