Issues logging into router RS700

I have 2 netgear routers RS700. My main router that is connected to the internet I am able to log into the router to change any settings I may need.

The 2nd router that ia connected to the 1st router thru ethernet cable (LAN-LAN), I can’t login to change settings in the router. I reset it, I log with admin/password, I do the new password, 2 questions, once I save, that it should go to the page for me to log into using my new password I get the following screen below:

After I got this screen in the 1st time I read it the whole process again, by using  router’s serial number, creating new password, answering the 2 security questions, saved, then the software states I need to log into using the new password and I get back to this screen in the picture again. I tried ovwr 4 times with no luck.

Can anyone let me know how to fix this infinite loop please?

Thank you

Netgear routers are designed to be connected using their WAN port, rather than a LAN port.

Thus, the correct method to would be for a LAN port on router 1 to be connected to the WAN port on router 2.

What device is connected to router 2, and how is it connected? (WiFi? LAN port on router 2? WAN port on router 2?)

Netgear do not need to be connected to a network to be configured.  Have you tried disconnecting router 2 from the network and doing the Factory Reset?
