RS700S setup issues

I have a new RS700S and I am trying to get it setup but having issues.  

 

My first question is does it need to have access to the internet to complete the setup?  I am switching to Fiber and I am pretty sure I will need to have the ONT changed to bridge mode.

 

When I follow the steps within the app I get to a step where it asks for the admin password the was setup with web interface so I connected to device opened a browser to the .1 address and got the splash screen.  I clicked on the link related to not having the smartphone device.  Once it redirected to a site it timed out due to not being able to get to the internet.

 

I have an older nighthawk that I can browse to the IP and login locally, is that not available now?

    No. Can be setup with out being connected to any ISP service. Use a wired PC and web browser for this. I do this all the time with mine. I use MS Edge browser.

    Follow the step in the setup wizard that says your not connected to the internet, select setup manually. 

    You may get a screen that is blank towards the end and seems to wan to go to netgears warranty page. You can skip this. Just input 192.168.1.1 again and it should get you the home screen of the router or the log in.
