File Access permissions: Only "Everyone" allows Cloud users

I'm running 6.1.9 on a 102.
In the Security section of the File Access tab of the Setting dialog, I have the folder owner set to Admin and the folder group set to the main user group, and read/write permission for both. However if I uncheck Everyone and select different users or groups, none of the Cloud users can see any files, even if the folder owner and folder group is changed back to the default "guest". To be clear, any of the groups or users I select are set to read/write; none of my users or groups are set to read only.
