Netgear Pro Pioneer RNDP600E-100NAS not powering up

The lower fan is the power supply fan. Some power supplies will auto shut-down if that fan does not work, but I would expect a full shut-down.
The NAS will say "ReadyNAS" if just the +5V works. The chassis fan runs on 12V. The PSU supply usually does, too, but there may be two 12V busses (there is on the original Seasonic unit and most others of the proper wattage for the NAS) with one dead and one OK. Does it behave the same with no drives?
What power suply did you use for the replacement, and what are the rated currents for each of the voltages (shown on a label on the supply)? It sounds like you may have chosen a supply that has insufficient 12V power for your NAS. Or, you may just have infant mortality of the new supply. It is also possible that a fault in the NAS is pulling one 12V bus down, which may have even been the reason your previous supply failed.
This most likely does sound like a power supply issue and your NAS is probably otherwise fine. But since the drives are driven by 12V, the volume could have been damaged.

You just plug it in, the connections on the 6-bay legacy units are standard ATX12V. You'll need an extension for the 24-pin ATX connector and either a splitter for the 4-pin Molex power to the backplane or to use the 90° ones from the old supply to add them in place of SATA ones.
