it works in the version I have, see screenshot above, have you actually tried?
my version is several releases old (v0.5.6-rnx86-0.2.1), so maybe its changed in later versions.

Where can i find the global speed limit?
well unless the UI has changed or is otherwise different from my screenshot, there should be a pretty obvious text box that says speed limit. If its blank then there is no limit set, so the problem is elsewhere. Otherwise I suggest you start looking at all the config/option screens.
