Configure APC Powerchute (UPS) on RN214

I am not aware of a Linux version of PowerChute that will work on an UPS connected via USB. If you do have a network card in your UPS, then the instructions (which require using SSH on the NAS) are here: Powerchute-network-shutdown-installation-on-linux.
But the NAS has Network UPS Tools (NUT) already installed. If you just plug the UPS USB cable into the NAS, it should recognize and configure the UPS shut-down. You don't have the same visibility into the UPS as with PowerChute, but it properly protects your NAS by doing an orderly shut-down when the battery gets low. The UPS configuration is located on the System/Power page of the GUI.
FYI, Eaton does have a Linux version of their software (Eaton Power Protector) that works with a USB connected UPS and can even monitor one NAS installation from another (or between a PC and UPS). But the NUT software also sees the UPS at boot and the two can't talk to the UPS over the same interface. The result is neither works till the UPS is removed via the GUI after every re-boot. I have not figured any way to turn off Netgear's automatic creation of a NUT configuration file and starting monitoring when it finds an UPS present on a USB port at boot time. So even if you find a version of PowerChute for Linux that supports a USB interfaced UPS, you'll likely run into the same problem.

First, I apologize that I didn't specify that I'm using Windows 10 on associated PC's.
I had assumed that the USB ports on the front of the UPS are just for charging.
I did connect a USB cable between the UPS and the RN214 NAS and rebooted the NAS. However, I did not see any reference to the UPS displayed by the NAS.
Is there a way to find out if the NAS and UPS are communicating? Also, can I configure anything related to the auto-shutdown?

Look on the power tab of the web ui. There's a UPS section there that you can expand (which has some settings).

The USB ports on the front of the UPS are just for charging. The cable you need to connect to the NAS is the one that came with the UPS and plugs in the back. Why APC does not use a standard USB B jack on te rear, I have no idea.
I assume you connected a front USB port on the UPS to a USB port on the NAS with a USB A male to USB A male cable, which is not supposed to exist IAW the USB spec. Hopefully, those who ignore the spec and make them anyway know enough to not connect the 5V power line and you have done no damage to either the UPS or NAS.
