If you look at figure 5 here, http://static.googleusercontent.com/media/research.google.com/en/us/archive/disk_failures.pdf there is an increased failure rate for drives over 40C (after 3 years).

The study is dated, but I think it is a reasonable concern. There are lots of people over the years who have requested some choices for fan speed, and since the safe operating range is fairly broad it seems to me it would be a good thing for Netgear to do.
