Once power up, the LED showing "Booting...." and the Act light and Power button are Blinking.
The RAIDar Status showing "System Starting up".
This has been going on for last 2 hours.
Is this normal?
I haven't done this with an RN104, but it sounds excessive to me.
What disk drives are you using (manufacturer/model number)?

Seagate BarraCuda 2TB.
Still going on the same after 3 hours+.
I tried press the power button 3 times. No respond. Press reset button. No respond.
By the way, can I just power it off ? Will it damage the 4 new HDD ?

Unfortunately that's not a good choice - Seagate switched most Barracudas (including the 2 TB models) to use SMR (Shingled Magnetic Recording). https://www.seagate.com/internal-hard-drives/cmr-smr-list/
SMR doesn't work well with ReadyNAS. The issue is that the write speeds are extremely variable (due to the nature of SMR). Seagate (and WD) try to overcome this with a large cache on the disk (and sophisticated caching algorithms), but that doesn't seem to work very well with ZFS and BTRFS file systems.
I suggest exchanging them with the seller for Seagate Ironwolf as the next step.
You might also check the pricing. Four 2 TB Ironwolf drives cost about the same as three 4TB Ironwolf drives (current US Amazon pricing). 3x4TB will give you 2 TB more storage, and also an empty slot to make future expansion easier.

Thanks for the info.
Most crucial now is..
can I just power it off ? Will it damage the 4 new HDD ?
