Well, I think they are blocking 445 for extremely good reasons. There's been security vulnerabilities here for many years now.

In any event, ISPs blocking 445 is outside of your control. You might try goodreader as an alternative for WiFi connections.

I'm not sure what is interesting exactly. If you mean OwnCloud, there are mobile apps already available for IOS and Android. (https://owncloud.com/overview/mobileapps) I haven't tried it myself, but it might be worth a try.
