I would guess that putting too many bays in a lower powered cpu device, would leave performance somewhat lacking especially when volumes can grow so huge.
Also I would think for economic reasons, they would want to keep the larger units at the upper end of the price/performance range.
Otherwise, people would most often buy the cheapest, canabilizing the higher end sales, while also experiencing the poorer performance and not getting a good experience.

I agree overall, though the RN3xx is lower performance than the RN4xx, and of course it does have a 6 bay model. Though disks have gotten significantly bigger since the 316 was launched.
They have been cranking out a lot of desktop platforms over the past few months ( rn4xx plus 524x, 526x, 528x, 624x, 626x, 628x), so they likely were maxed out. There could be more 4xx platforms introduced later.

when will netgear design modular type of power supplies with redundancy in rack mount models or like in hp proliant servers?

The rack mounts already do use dual supplies, so I am confused on your comment.
Are you suggesting dual supplies in the desktop line? Or are you suggesting using a modular supply that can be more easily replaced?
