Pro Pioneer boot failure
My Pro Pioneer 6 bay after long service failed to reboot recently. The symptom is the power light in the front lights briefly as the fans spin up then it immediately powers off, then powers back up again, powers back down, repeat...
Based on age and the rate of power supply failures on the RND6000 and RNDP600E, I thought the PSU was the most likely candidate. I popped a brand new PSU in and the symptoms are unchanged. Tries to power up, shuts down, tries to power up, shuts down, ...
Any thoughts on how to debug this would be most appreciated.

Pretty much only other hardware things in the chassis you can replace are
- the real-time-clock battery
- the memory.
Note the system is supposed to boot with a dead RTC battery.
But I am thinking you need to rule out the disks. Try powering up diskless, and see if you get different behavior. If you do, then try testing the disks in a Windows PC using vendor tools (Seatools for Seagate, Lifeguard for Western Digital). You can connect the disks with either SATA or a USB adapter/dock.

Beyond what StephenB has already suggested, trying to boot in into the boot menu and USB recovery may also add some information. If you can't even do those, then the best thing you can do to troubleshoot is to install a VGA header and attach a monitor to observe any error messages. Frankly, though, there's not a lot that's repairable other than the PSU, RAM. CPU, and fans. So even knowing more about the problem may not be a lot of help. Bad RAM might cause that error. A bad CPU typically wouldn't (it wouldn't try to re-start) nor would a bad fan.
