Does it seem to be flashing a pattern, or just flashing consistently?  I know the 2-bay NASes have a blink code, but don't know if the 4-bay rack mounts without a display do as well.

The first thing to try is to access the boot menu and do a "skip volume check".  If that doesn't work, then try "OS re-install".  If still no-go, remove the drives (marking their position for proper return order) and test them with manufacturer's tools.  Putting a spare drive that you don't mind having formatted in the unit by itslf will help ascertain if the chassis is OK.  If you find one drive is bad, then boot with just the other three.

I already did the the skip volumn check and OS reinstall.  I dont' have a spare drive to boot to.. I read somewhere to pull the drives and boot to the chasis and that doesn't work either.

If you boot without drives, the NAS will not boot.  But, it should show up in RAIDar with "No disks" for the status.  If it doesn't get that far, it's either a corrupt flash or a hardware issue.  I believe the next step would be a USB recovery.  If that doesn't help, then it's the chassis.  My first guess would be the power supply.  I suspect the 1500 uses a flex ATX supply, but I don't know if it's a rewired one or standard.  You can check the wire colors against this chart: ReadyNAS_PSU_pinout.
