It doesn sound like the PSU. You could try calling netgear support, and see if they have any inventory.
There is a range of serial numbers that had a PSU service action, and those units are covered even if they are out of warranty.

If it's the unit on your profile the serial is not in the range.
You could try and find the RND4PSU1-1000S.
