Yes, the NVX uses a Mini-ITX, aka Flex ATX, form factor power supply like that one; and you do not need, nor is there room for, an extension cable. It does have a different pin-out, even though it has a standard looking ATX connector, so be warned. Search the forum for "legacy power supply" for a more complete message from me and use the pin-out from the reply (original link is no longer valid). That 250W one does have sufficient 12V power per the listed specs.

I'll let someone else comment on the supply. SFX supplies should work, but you might need a short 24-pin extender, and you should double-check the outputs to make they are aligned to what you have now.
On your second question, you can't migrate your disks to any current NAS. All run OS 6, not OS 4.2, and all use BTRFS for the data volume. You can mount the disks as read-only on a new NAS, which will give you the ability to offload the data to backup. There's more info on that here: http://kb.netgear.com/app/answers/detail/a_id/29957
