I turned off the unit and turned it back on. now the power button is just blinking blue. and it is not coming up in RAIDar

The first thing is to make sure you really did buy a compatible drive. Is yours a 2150-100 (Duo V1) or 2150-200 (DuoV2)? In addition to the model number being different, a true V2 will say "V2" on the front. There may be a sticker on the bottom that says V2 or even V3. That, a true V2 does not make. The V1 will only accept drives up to 2TB.
It sounds like the drive you purchased is already formatted, and it's not the drive that's bad, it''s the contents. If you have a PC and either access to an internal SATA port or a USB to SATA cable/dock/enclosure, mount the drive there and remove any existing partitions. While it's there, it's a good idea to test it with the vendor's tool (or just Seatools, which handles most drives just fine). Once the drive is unformatted, try again in the NAS.
