TortoiseSVN is windows-only, so you can't install it on the NAS. It is also a Subversion Client.
You can install the Subversion Server on the NAS: https://apps.readynas.com/pages/?page_id=9 Then you could set up a repository that Tortoise could access. But I haven't tried it myself. Note this is a third-party app - Netgear doesn't support it.
