Try removing the iMac and the Time Machine; restart the DUO and see if the menu item appears.
2 minutes is short enough that the connected devices might not have time to shut down gracefully. So I'd suggest a larger UPS (making sure it is compatible with the circuit amperage). You could still use the Belkin on the least power-hungry device.
