OK so I worked it out. It was a permission issue for me:-
Essentially:-
chmod -R 770 /c/.gitscm
chown -R youruser:admin /c/.gitscm
As apache runs as admin user it needs permissions to the repositories folder to read it.
You can adjust it accordingly but as long as admin gets access somehow thats all that seems to matter.
