Subversion ( SVN ) Add-on

In a way, without the price tag, yes. But it also has some nice features and Addons that allow you to auto-create SVN (or BZR, Git, Darcs for that matter) repositories, auto-close tickets by checking the commit comments and so on. The only things I'm currently missing are tagging and branching. But I guess that'll come sooner or later in form of a plugin.
I prefer Redmine because it's somewhat more integrated than the usual stand-alone SVN management tool. And while those are really good in doing what they were designed to, I found myself always adding more and more software like Trac and the like to a pure SVN environment so I could do some more advanced things like bug tracking and file management for releases.
