This add-in is only for SVN support for the internal system. If you want it to work via HTTP/S, use this thread (Duo/NV/NV+/1100/X6) or this thread (Pioneer/Pro/NVX/2100/3200). WhoCares? has great support on those threads and the instructions are clear. You are probably either missing something in your apache (httpd) .conf or having a permissions issue. (chown) But either way, WhoCares's plugin is the way to go. Also take a look at his WebSVN addon (same location) for a great web-based SVN browser.
