Are you using XRAID (default) or FlexRAID?
If this is a new install, it often takes a while for the available apps to be downloaded to the NAS. So I suggest just waiting a bit for now (or downloading what you want directly from apps.readynas.com and then manually installing them on to the NAS).
The RN102 has very limited RAM (512 MB), so don't overdose on apps. You can easily end up with out-of-memory crashes if you do.

XRAID
Its not a new install, I've had this device for 5 years and don't use the Admin view too often, but just did a firware upgrade to the latest version and noticed this behavior.
As far as apps go, I'm only running SMB and now added Plex. I get the memory is low, but thought I'd try Plex on here so I don't need a dedicated computer to run Plex on...but it was doing this even before adding Plex.

If plex is installed, then you could just leave well enough alone. No need to see the available apps if you aren't interested in installing them.

If this is not a new install and you have not recently changed out a drive, then the fact that it is doing a re-sync is a bad sign. One of your drives fell out of the RAID, but was re-detected and is now being added back. You should check the log and SMART data to see if you have a failing drive.
But whatever you do, don't stop the re-sync or power cycle/restart. So don't install any apps that would require one until the re-sync completes. In fact, I recommend you wait until it completes before doing anything else. Maybe the CPU and RAM usage of the re-sync is impacting the ability of the GUI to show you the apps properly.
