Cannot Move/Copy folders

It's been two weeks with no new news on what to do about the 4.1.9 ownership/permissions problem. Can I get some administrator love? (I'm really tired of having to "reset ownership and permission for existing files and folders" in Advanced Options over and over again so my workgroup and I can get any work done.)
