Can't access (Do not have permission) yet it was working prior
My RN10400 was working and I could get access to all my files via Windows explorer. I just installed another NAS on my network (computer and NAS all go into a switch). But now I can't get access...

You must have a space after the t: and you must not have a space after /user:
Use "data" instead of FOLDER (unless you named your volume something different - the default is "data").
Of course use the real adminpassword, not the placeholder.

You are saying you can't reach the old NAS, or that you can't reach the new one?
What happens if you disconnect the new NAS from the network?

I can no longer access the old NAS via File Explorer. I can still acess the old NAS dashboard through Chrome and the IP address. But it's not practical to put a hard drive on the NAS and transfering files through a USB drive back and forth. Seems to be some kind of permission issue. I can disconnect the new NAS off the network but that doesn't help. Old NAS and NEW NAS have all the same settings asside from obviously being named differently and the difference in firmware. New NAS is up to date. Old NAS is using 6.4 as I was affraid to update after having some issues with performance. (I had updated my new NAS and it caused some access and performance issues. I had to reset it using the factory reset button on the back to get it back up and running well.)

What happens if you run cmd and enter
net use * /delete
net use t: \\nasipaddress\data /user:admin nasadminpassword
What should happen is that first command will disconnect any open network sessions (perhaps asking for confirmation), and the second will mount the NAS data volume as drive letter t.

so first command seems to have deleted it successfully.
second command doesn't seem to work though.... or I'm not entering it correctly. but I've entered it a few different ways.
ie- net use t:\\OLDNAS\FOLDER /user: admin adminpassword
net use t:\\192.168.1.22\FOLDER /user: admin adminpassword
