If you do want to rule out the network, do a direct connection between the NAS and the PC (no router or switches). A regular cat5e or cat6 cable will work.
The NAS will fail over to 192.168.168.168 (assuming the IP configuration is set to automatic), so setting the PC to a temporary static IP address of 192.168.168.100 with a subnet mask of 255.255.255.0 would work. Access by IP address of course, not name.
