Going back to 6.4 would be a problem (and attempting it could brick your NAS). You might be able to go back to 6.9.x, though it might require a factory reset and reloading all your files.
But it sounds to me like downgrading won't solve your problem anyway. Your issue is related to the version of plex you are running, and not the version of the firmware itself. Plex isn't built into the firmware, so upgrading/downgrading firmware doesn't change the version of plex you are running. So downgrading the NAS firmware won't solve your problem.
Does the TV that doesn't support plex include support for DLNA? Plex includes a DLNA server you could enable. You could also turn off plex, and just use the ReadyNAS DLNA service.

The NAS firmware itself doesn't support any transcoding (and never has on any model). Plex supports transcoding on the RN200 series and above, but it has never support real-time transcoding on the RN100 series. It might support off-line transcoding (not sure, as I don't use it).
