I don't know what "U-shaped plastic hook" you refer to. Normally, there are four small clips that hold the base of the fan to the rest of the heat sink. You don't remove the entire heat sink unless you are replacing/upgrading the CPU. You do need to pry them back ever so slightly to remove the fan. But use care, as they can get brittle with age.
